In practical terms, the score is a monthly percentile produced from a moving body of safety data, not a permanent grade. A strong fleet safety and compliance program helps control the violations your operation can prevent, but some movement comes from time, comparison groups, and calculation changes.
For motor carriers, route growth and inspection frequency can change the data behind the percentile even when written policies stay the same. That exposure matters particularly in trucking and logistics fleet operations, where mileage, jurisdictions, drivers, and roadside contacts can change quickly.
FMCSA updates SMS monthly using a rolling set of inspection, crash, investigation, and carrier data. It calculates a measure within each safety category, places carriers into groups with similar safety event volumes, and converts the relative ranking into a percentile. That is why a percentile is not a fixed point total.

Under FMCSA's time weighting rules, events receive one of three multipliers. The official calculation uses the following tiers:
An event can therefore affect the score less when it crosses a time boundary, then stop affecting the score when it leaves the window. A fleet may improve without taking a new corrective action during that month because the underlying data aged.
A clean quarter prevents new violations from entering the calculation, but it does not erase earlier events. A violation from five months ago still has maximum time weight. Even after it crosses six months, it remains in SMS at reduced weight.

New roadside data enters with the highest time weight. Under the established SMS method, violation severity, time weight, and exposure combine to produce the measure. Under the redesigned method, FMCSA applies simplified weights to violation groups, with a weight of 1 for a standard group and 2 when qualifying out of service or driver disqualifying conditions are present.

The 2026 redesign was the most significant SMS methodology change since CSA launched in 2010. FMCSA consolidated more than 950 violation codes into roughly 100 to 116 underlying violation groups and replaced the former 1 through 10 severity scale with weights of 1 or 2. When FMCSA regroups old records, the same inspection history can produce a different measure. A carrier with multiple codes tied to one brake problem may receive different treatment when those codes become one violation group. The process requires evidence, not disagreement alone. Focus first on records assigned to the wrong carrier, factual errors, adjudicated citations, and eligible crash preventability issues. Preserve inspection reports and supporting records so each challenge rests on specific evidence.
